Graduated from Pavlodar State University, Under Bolashak program, graduated from the University of Maryland with a Master's Degree in Business Administration, Management, Master of Business with a specialization in Finance, certification in the Association of Chartered Accountants and Auditors in the UK.
From 2009 to 2012, he served as Vice Manager for Kazakhstan of the World Bank and Vice Manager for Kazakhstan for the EBRD, Vice-Minister of Economy and Budget Planning of the Republic of Kazakhstan, Vice-Minister of Economic Development and Trade of the Republic of Kazakhstan.
From February 2012 to December 2016 - Member of the Board (Minister) for Economics and Financial Policy of the Eurasian Economic Commission.
From December 2016 to March 1, 2019 - Minister of National Economy of the Republic of Kazakhstan.
From March 1, 2019 to March 22, 2019 - Deputy Chairman of the National Bank of the Republic of Kazakhstan.
