Born on May 8, 1971.

Roman Sklyar graduated from Pavlodar State University with a degree of a Civil Engineer, Moscow Institute of Modern Business with a degree of an Economist, Kazakh Institute of Law and International Relations with a degree of a Lawyer.

He started his career as an assembling fitter at “Ekibastuzugleavtomatika” MNCI.

From 1990 to 2008 — the Head of Pavlodar Public Procurement Administration, Head of the Mayor’s Office, Deputy Akim of Pavlodar, Head of the Infrastructure Development Sector at the Office of the Mayor (Akim) of Astana, Director of the Department (Administration Head) of Energy and Municipal Economy of Astana

From 2008 to 2011 – Deputy Akim of Pavlodar Oblast, First Deputy Akim of Pavlodar Oblast.

From 2011 to 2016 – Vice Minister of Transport and Communications of the Republic of Kazakhstan.

From 2014 to 2016 – Vice President of “Kazakhstan Temir Zholy” JSC.

From May to December 2016 – Vice Minister of National Economy of the Republic of Kazakhstan.

From December 2016 to December 2017 – Vice Minister for Investment and Development of the Republic of Kazakhstan.

From January 2018 to February 2019 – First Vice Minister for Investment and Development of the Republic of Kazakhstan.

From February 25, 2019 to September 17, 2019 – Minister of Industry and Infrastructure Development of the Republic of Kazakhstan.

Since September 18, 2019 – Deputy Prime Minister of the Republic of Kazakhstan.

On November 21, 2019, by a decision of the Sole Shareholder of the Holding (order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan No. 870), he was elected to the Board of Directors of "Baiterek" National Managing Holding".
