Born in 1971.

Roman Sklyar graduated from Pavlodar State University with a degree of a Civil Engineer, Moscow Institute of Modern Business with a degree of an Economist, Kazakh Institute of Law and International Relations with a degree of a Lawyer.

He started his career as an assembling fitter at “Ekibastuzugleavtomatika” MNCI.

1990 to 2008 — the Head of Pavlodar Public Procurement Administration, Head of the Mayor’s Office, Deputy Akim of Pavlodar, Head of the Infrastructure Development Sector at the Office of the Mayor (Akim) of Astana, Director of the Department (Administration Head) of Energy and Municipal Economy of Astana

2008 to 2011 - Deputy Akim of Pavlodar Oblast, First Deputy Akim of Pavlodar Oblast.

2011 to 2016 – Vice Minister of Transport and Communications of the Republic of Kazakhstan.

2014 to 2016 – Vice President of “Kazakhstan Temir Zholy” JSC.

May 2016 to December 2016 – Vice Minister of National Economy of the Republic of Kazakhstan.

December 2016 to December 2017 – Vice Minister for Investment and Development of the Republic of Kazakhstan.

January 2018 to February 2019 – First Vice Minister for Investment and Development of the Republic of Kazakhstan.

On February 25, 2019 - Minister of Industry and Infrastructure Development of the Republic of Kazakhstan.

On February 28, 2019, he was elected as a member of the Board of Directors based on the Order No. 103 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan, R. Sklyar, “On the Composition of the Board of Directors at “Baiterek” National Managing Holding” Joint-Stock Company”.
