Born October 23, 1965.

Askar Uzakpayevich graduated from Tselinograd Institute of Civil Engineering, G.V. Plekhanov Russian Academy of Economics with the degrees of a Civil Engineer and an Economist.

He started his career as an installation fitter at "Tselintyazhstroi" Trust.

1996 to 2008 - First Deputy Akim of Astana, Vice-Minister of Transport and Communications, First Vice-Minister of Industry and Trade, Minister of Transport and Communications of the Republic of Kazakhstan, Akim of Astana.

2008 to September 2016 – President of “Kazakhstan Temir Zholy” NC” JSC.

Since December 2016 to November 29, 2017 he was a Member of the Board of Directors at “Baiterek” National Managing Holding” JSC.

On September 9, 2016 - First Deputy Prime Minister of the Republic of Kazakhstan.
